Editing a published version would change quotes that have already gone out. Instead, create a draft from
today's numbers, edit it as much as you like, and publish when it is right. Publishing archives the old
version and takes effect for new models only.

Costs are entered unloaded. The burden multiplier on the Assumptions tab is applied on top,
except for levels flagged all-in such as the Global Delivery Team.
These are the list rates an author starts from. Authors can still negotiate a line rate down on an
individual model, and the model records that it was overridden.
